Operation following the Quality of Life Improvement Program in both Chulabhorn Pattana and Red Sapphire Projects has been done according to plan, especially the plan involving infrastructure, which results in better quality of life of the villagers. Meanwhile the concurrent plan for occupation development can not yet be considered successful due to many factors. Lacking of capital makes it difficult for the villagers to develop methods of agricultural practice to yield enough production to increase their income.
Establishment of mutual funds for villagers in Chulabhorn Pattana and Red Sapphire Villages will serve as a source of fund for them, especially those who have been trained for and occupation or supplementary occupation from the Training for Quality of Life Improvement Project. The poor villagers will have capital to work according to the knowledge and skills they have acquired. The main ovjectibe of establishing mutual funds is to offer an opportunity for the trained villagers to pursue the occupations they desire, with an emphasis that the amount to be lent is not too high, so that they can pay it back within a short period.
Chulabhorn Research Institute laid out an operation plan by making survey and handing out questionnaires to interested villagers. Then regulation on the use of the funds was set up and forms involving operation of the project were prepared. A committee was appointed to manage the funds, with concerned officials of amphoe as members who participated in meetings with organizing committee and established and understanding with the villagers.
At present 108 villagers have borrowed form the Mutual Funds, 10,000 baht each, which can be classified as follows:
Red Sapphire 03 Village, 30 people, 300,000 baht Red Sapphire 05 Village, 29 people, 290,000 baht Red Sapphire 06 Village, 30 people, 300,000 baht Red Sapphire 07 Village, 19 people, 190,000 baht
Majority of the villagers who borrowed from the fund have pursued agricultural occupations such as growing pak wan ban, asparagus, kitchen gardens, and rearing cattle, pig duck, and native chicken. Most of them was able to pay the money back in time.
